Look out for new training dates which will be released soon I’m sure you have heard on the news that David Cameron’s coalition government have decided to ’scrap’ the Vetting and Barring scheme and replace it with a more ‘common sense’ approach to vetting. It is important to note that there are no changes being made at present and we are continuing to check our new leaders as usual. New legislation will have to be put into place in 2012 before the new scheme can even be implemented.
The new scheme should be more straightforward than the one proposed under the previous government. There are no certainties at present but in reality it should mean that:-
· Vetting will be scaled back – not as many people will need to be vetted · Criminal records checks will be made portable · Online updating will be available for continuous monitoring for some roles · Organisations (i.e. PCI) will be able to make more decisions about who they vet and who they don’t · There are no changes yet so it’s business as usual!

Welcome to Taking Care News! With the promised implementation of the new Vetting and Barring Scheme, 2010 was another busy year for the Taking Care Team: Training was updated, Ministers were informed, information roadshows were planned, even the computer system was ready at the Taking Care Office. Yet when David Cameron was appointed Prime Minister for the coalition government it wasn’t long before the announcement came: Secretary of State for the Home Department (Theresa May) announced on 15 June (2010) that further implementation of the Vetting and Barring Scheme would be halted pending a review of the scheme. The Review will be thorough and consider afresh the principles and objectives of the scheme and recommend what, if any, scheme is now needed. The Review will be developed by officials working jointly across our three departments and recommendations are expected early in the New Year. It is difficult to tell what recommendations will be made and how different the revised scheme will look if it is implemented at all! But please be assured that when we know – so will you!By now the return date for the Taking Care Audit has passed (21st January 2011) but if you have not managed to get it in on time then please get it sorted. If you need any assistance with answering the questions please contact the office. The audit was sent to all clerks of sessions, however Minister and Designated Person are required to sign off the form.It has been great to hear that more and more congregations are taking up the idea of a Taking Care Sunday. The ‘Pew Review ‘ film which was shown at the Taking Care Conference 2009 is available to download (you will find it in the downloads section, under ‘Other Info’), it is a light-hearted way of looking at Taking Care and a resource that can be viewed by the whole church family. Remember, there is no set date on which Taking Care Sunday can take place and there is no set order of service but congregations are encouraged to take the idea and bring Taking Care into their service in any way they see fit. A Taking Care Sunday is an ideal opportunity to highlight child protection issues and the Taking Care programme to the whole congregation. A Taking Care Sunday would be an ideal opportunity to interview your Designated Person or distribute the ‘We Care 4 U’ leaflets. If your congregation is going to take part then please share your ideas and send any photographs or resources that you used so we can post them on the website or on our Taking Care News Update.Hopefully 2011 will see the launch of our revised Taking Care Manual (last edition published 2004). Any comments that you have on the manual please feed them through to the office as soon as possible if you want them to be considered for the new edition. On a personal note, I have only recently returned to the office after the birth of my daughter, Freya. I would like to thank all those who sent cards, presents and best wishes. Freya is now nine months old and thriving! I would like to say Thank-you to Geoff Marshall who stepped into my shoes for that period of time. I’m sure those of you who have spoken or met with Geoff will agree that he did a fantastic job. I’m sure Geoff would agree that he was greatly helped - as I am too - from Amanda Cotter our Taking Care Administrator, who continues to give her all to the job. It has been great to come back to the office confident that the work has continued and blossomed under the direction of these two hard working people. Please be assured that nothing has changed to the forms or process at present, the first major change will happen when people in new positions of leadership will be able to register with the Independent Safeguarding Authority from July 2010 so continue to send us application forms for new leaders as usual.

Meanwhile for those who are resident in the Republic of Ireland the Garda Vetting form has changed however only slightly and so we are still accepting the usual forms. Please continue to send in Garda Vetting forms directly to the Taking Care office and not the National Youth Council or a Garda station.
Of course, vetting processes are only a small part of child protection and will only inform us of previous criminal history of a potential new leader. It is through our Taking Care Training programme that leaders are informed of good practice and guidelines necessary when working with children and young people. Our Training calendar is updated daily with dates and venues of our Taking Care Training for all leaders within the Presbyterian Church which is taken by our Volunteer Trainers. Autumn 2009 was a busy time for Taking Care with training events for Ministers, Youth & Children’s Workers and Internet Safety taking place as well as the regular Taking Care Training Programme. A highlight for November must have been the Trainer’s Day held in Lagan Vallely Island were the Moderator presented our fantastic Volunteer Trainers with certificates congratulating them on their hard work and commitment to Taking Care. Our Training calendar is updated daily with dates and venues of our Taking Care Training for all leaders working with children and young people within the Presbyterian Church which is taken by our Volunteer Trainers.
